Presence of Mind - Change

It all depends on the WHM overall changes; if they make it BLM-ish with slowcast but incredible DPS and healing output (and healing that's not too relying on GCD, or if GCD healing on WHM is made less punishing in terms of raid contribution), Presencoe of Mind can keep that effect of Haste, although I could do with its CD reduced to like 90seconds or 120. It could work like BLM Triple Cast, making all spells instant for some duration.
It could also change the way some spells work, it could be a Mind buff, and it could be a raid buff too.

I always thought Presence of Mind came so awkwardly early in WHM's kit (level 30 I think?), at a time where you are still learning how to heal efficiently (especially if WHM is your first healer), and you won't make good use of PoM before a long time.

Think it's a similar thing with AST who gets Lightspeed at level 8 (i think), it seems a little too early to make proper use of that as well. Only difference being LS was eventually adjusted and made AST even better while Presence is still pretty much untouched for such a long time now. It's a good skill though it just needs to be brought up to date with WHM's kit otherwise it'll stay kinda meh.

LS at least comes with the MP cost reduction. Making it basically a PoM+TA combo in a single button.

Which at least lets you go ham with spamming without much care. While WHM is pretty dry up until they get Assize and eventually Thin Air...

I was thinking, what if it simply just became "Reduce spell cast and reuse timers to 1.50 seconds"

Essentially making it a more powerful burst window. With some utility uses such as combining with Thin Air to spam Raises.
