    Don't you get HW free anyway when you get ShB. I mean you can't play it yet, but you still get it. Maybe this is incentive to play more before the expansion.

    I like helping people with their Job ideas, it's fun to help them visuallize and create the job they'd like to play most. Plus I make my own too, I'll post them eventually.

    Think it's mostly for those that only have the base game but haven't decided on SHB quite yet. They did recently give out the starter edition on Twitch Prime.

    Likely this. Even if you pre-ordered Shadowbringers, you don't get access until the expansion releases. This gives those that snagged the starter edition a bit more content to churn through before the release, which in turn encourages them to stay subscribed a bit longer.
