Looks like it might be free on PSN too, but it also says "Not available for purchase."

It requires a digital version of the base game before it can continue forward with the free purchase. That is why it says that.

Just didn't want to get anyone's hopes up if I was reading into it wrong, but the press release stated ps4 was included so I edited that out. Still good info for anyone noticing that message!

Don't you get HW free anyway when you get ShB. I mean you can't play it yet, but you still get it. Maybe this is incentive to play more before the expansion.

Think it's mostly for those that only have the base game but haven't decided on SHB quite yet. They did recently give out the starter edition on Twitch Prime.

Likely this. Even if you pre-ordered Shadowbringers, you don't get access until the expansion releases. This gives those that snagged the starter edition a bit more content to churn through before the release, which in turn encourages them to stay subscribed a bit longer.
