No, Balmung won't affect it for now because people can't visit a congested world. If Balmung is ever opened, then it will start affecting things.
It just occurred to me that those gil farming bots are going to be extra obnoxious because they're generally occupying 100+ player slots on every server, though I've seen upwards of 200 on Cactuar alone on an especially bad week.
Hopefully SE shifts to daily ban waves instead of weekly to mitigate that a little.

Balmung is now changed to a standard world, looks like things will be effecting the MB quicker than you thought.

Oh my, that was unexpected. This will make things interesting for a while.
Even though they aren't marked as Congested to block new character creation and transfers, congestion can still prevent players from other worlds from visiting Balmung if the population online at that time is too high.
It will be interesting to see what ends up happening.
