Allow chocobos in cities?

Or they could just reduce Sprint cooldown to 0 while in a city.

There was a pair of shoes that gives infinite sprint in cities, but for whatever reason it was a preorder/delux edition of (I think) 1.0. I sometimes wonder why not make something similar, but make a new model (or models for appearance options) so people who have it don't go ballistic again. (like the White Ravens incident)
