In windows 7 just right click your desktop and choose personalize. From there you choose one of the themes in Basic and High Contrast Themes. I found it is a tad different.

And this is supposed to boost up performance? What like 4-5 more fps in games?

Edit:

If you are using a single monitor, running a game in full screen will turn off aero, there is no need to do so manually.

Oh, I play in full screen so I guess it won't boost my performance up.
