Why should these new races get more special treatment than the others?

Au Ra don't get their culturally-significant shredded hems and scale-patterned belts, even on the nomad costume designed entirely for an Auri culture.

Elezen don't get better tailoring or the "exquisite silverwork" referred to in the lorebook description of their gear.

Roegadyn don't get their "unique cross-stitched" leather armguards.

Lalafell don't get "traditional" scarves to wear over anything but their starter gear.

Just because Viera and Hrothgar are (maybe) the last races to be added doesn't make them more special than the existing ones. Either we get new racially-tailored gear for everyone, or - most likely - for no-one. If you want "culturally appropriate" gear for your character, you have to reuse your starter gear the same as everyone else, or find things that fit their description.

If you want your Viera dragoon to have the lacy fabric, you'll just have to substitute the starter gear. It covers about the same amount of skin.
