However....these rewards apply to the roulette. Roulettes also tend to include players who didn't technically sign up for the roulette itself (first-time clears and/or manually selecting a duty to run).

At the minimum, I think unsynced runs should be immune to this cutscene stuff. You get no rewards from unsynced runs, and every party member has to join manually. Any new players in such a run would most likely already know what they're getting themselves into.
Some FC mates of mine took a new recruit into Castrum. He's new to the game and was just going along with what they were telling him. They chose to do it unsynced, thinking they could skip the cut scenes. Being a couple of 70's, they figured they would just mow through everything and get in and out of there in 20 or less. Don't ask me how but they found a way to wipe in there, couldn't skip the cut scenes and denied themselves and him exp and tomes. It actually took them longer than a roulette run. They did finish, eventually and I was quite upset with them for attempting to do what has been done to many players prior to this change. I told them it served them right.

The new recruit did not know what he was getting into at all. None of the things that synced parties still need to do were explained to him. He felt like he wasn't contributing and was wasting everyone's time. Just like those of us who had to deal with that nonsense before they made the change. There is a very specific, and a very strict reason why the devs forced the cut scenes in these two instances. Negligence, ignorance, or defiance comes with a possible penalty as I have described above.

In short, there is no reason to run it unsynced.
