I think that is naive.
SE wont pull out a new race (gender) before the next expansion.
So 6.0 is the earliest and never is the latest possibility.

It is certainly a possibility. They have pulled jobs and jobs take the same if not more amount of work than genders for already existing races

To be fair, Blue mage probably had one dude working on it and Ninja was released back when ARR had basically no content, I doubt they take as much effort as modeling and animating a new racial gender.
