According to Yoshi P. it's kind of the other way around. He said their plan was to introduce rothgar as male only, and they'd had a lot of requests for viera so they decided to add them as female only to counter the rothgar. And I wasn't necessarily saying lore was the reason they did things this way. I was just pointing out to someone who was saying lore isn't a good excuse that it doesn't really have to be a good excuse. If the devs want to claim it's the lore, even though they've contradicted the lore in the past, then they can do that. It's basically the gaming equivalent of being told "Because I said so."
