Black Panther was an outlier phenomenon. Marvel did not declare that if Captain Marvel wasn't a statistical anomaly it would be failure, that's insane. there is no mandate that it has to be the greatest or it's a failure, who fed you that?
I'm not saying Captain Marvel is a failure either. I am just saying it did not meet Marvel's own financial expectation. They expected it to smash records. Failing to do so doesn't make it a bad movie. It's just saying that Marvel pushed something expecting a reception they didn't get. The reason are numerous and probably not fit for discussion here but one of them would probably be shoehorning an entirely new hero into a story as a savior role.
