people presuming is not people being lead on.One of the main issues is their method of revealing the two races. They lead people on, believing Male Viera were coming, since the reveal was shortly after 4.5 launched. Many people presumed that the Male models just weren't complete, which makes sense since Fran was needed for the raid. But why not just release a new race in 5.0 and 6.0 then.

How so? G'raha Tia is a Scion (since he has Tia in his name, he doesn't have a harem of his own) and he locked himself inside of the Crystal Tower, which we know is playing an important part of the story soon.
While you are not entirely incorrect. They knew the hype Viera had, for both genders. One would even argue male moreso, since people were excited to see them based on the two concept artworks. And many players were hoping we'd get another dimorphic race, with smaller cuter males, since that was the concept as well. The fact that they knew this and didn't tell us from the beginning that Viera was female only, is why I say they lead us on. They played the timing of patch and info releases to their advantage. It would make sense that the female model would be done first since Fran was needed for the raid storyline.
G'raha isn't a Scion, he's a scholar of NOAH, not the job just studious. Also Tia just means he is not the breeding male of the G tribe. And what I meant by shooting themselves in the foot was in regards to the MSQ. If you notice no male miqo'te have played a major role in the MSQ yet. And while it's not odd for it to be this way, nor for one to gain importance, it just shows that they can alter things at their leisure. Basically what is stopping a male Viera from gaining the curiosity of a female and venturing outside, if Viera and Miqo'te lore are so alike.

Also once more, he locked himself inside of the Crystal Tower, which only he (on the Source) can open and close the doors to, since he has (royal?) Allagan blood. The Unei and Doga clones are still within the Void/Thirteenth Shard.
Also here's Seeker of the Sun lore regarding their culture (word for word from the book).
The Seekers of the Sun are a highly patriarchal culture, with each tribe centered around a strong breeding male (nuhn) whose duty it is to form a harem and lead his people to glory and prosperity. Young males are born and raised as "tia", and must either assume the position of nuhn by challenging and defeating an existing nuhn in single combat, or leave the community to find a harem of his own. In particularly large tribes, multiple nuhn may coexist in the same community, though such cases are rare.

Pretty sure people are used to Miqo'te males dressing up in risque outfits. Same with Roegadyn males (and possibly soon Hrothgar, hohoho).
I'm not really upset or disappointed because really all I was thinking is that if the unlikely male Viera design was like this (below) I would have changed my Lalafell 9S cosplay retainer to be one.
But obviously this design was never going to be used for Viera.
