Those two are actually perfect counter-examples. Part of BLU's lack of staying power is the complete lack of awards locked behind it, an intentional design decision by the dev team. They wanted only BLU enthusiasts to level it, or something, ignoring in the process even the most die-hard BLU fan would eventually run out of content. I mean, even people who raid and level and gear everything can unsub until the next patch, what were they expecting would happen with BLU?
Meanwhile, for all their talks of not expecting Eureka to be that popular, they sure went out of their way to put as many carrots as possible behind it. First and foremost of course is the relic weapon, but there's also a bunch of minions and mounts and glamours and housing items. Then, on top of that, while RNG can be horribly cruel to you in Eureka, there are ways to get around it (if you have the gil) and to my understanding, some sort of fail-safe mechanism regarding the weapon rolls (though the stats you want might not be there, the rolls themselves won't go lower? Something like that).
These are two elements that are crucial to make people slug through Eureka, and even then a lot of people didn't bother or quit along the way.
Both are missing from BLU.
