    Shelltron merely increases the immediacy of a proc you'd already likely have in little time. TBN is still technically a dps loss, even if an rDPS gain. Neither precedents outright stealing stats from an enemy for a (however brief) burst window.

    Frequency doesn't change the fact that enemy burst and raid burst are not synced. "When you want it" is itself the issue. It will most likely have to be balanced around receiving the best of both worlds, while rarely reaping the best possible value of either.

    And what would it have to do with "fluff damage"? You'd specifically want such an effect to occur where it can be maximized, i.e. your burst, enemy burst, or ideally both at once.
