So I'm guessing you don't do Savage or Extreme via PF either? Those require prime time to fill up quickly, else you're waiting for a few hours and may end up simply disbanding.
The fact of the matter is that FFXIV is a mostly casual game, therefore anything that requires more time and dedication (IE Extreme, savage, any PvP including casual modes) will have a smaller player pool to pull players from.
Should you have to wait until prime time to do content? Nah.
Do you have to wait until prime time to do content? Sadly yes, but that's a community problem and not something SE can really fix. Smaller requirement doesn't necessarily mean faster pops, look at 8v8 Feast. That popped quickly towards the end of the day just like all the other modes that pull from a smaller player base.
The biggest wall keeping PvP back is the community. Look at other forums or just interaction with folks in game. The moment PvP is mentioned you can sense people tensing up, people that haven't stepped foot into a PvP mode or MAYBE have done 50-100 matches in their years of playing are quick to give reasons that PvP is bad. Most of the reasons are completely bogus, but to the inexperienced eyes they make sense, latch onto the negativity and pass it around. That is the sad state of the community right now, and I'm honestly not sure how to fix that issue outside of SE outright coming out and saying that PvP is as big of a focus as PvE and taking action to prove it.
FRC was a huge step in the right direction and I'm looking forward to more strides from SE to help us, the community, be more accepting of PvP all around.

It's certainly one of them. The criticism aimed at PvP isn't an issue. The problem is that most of it isn't constructive criticism anymore. It doesn't help that a lot of people seem to have a snarky, cynical attitude about the topic either.
Some vocal people on the forums will essentially root for PvP to fail if it isn't their ideal version of PvP.
Some of the PvE community will root for PvP to fail because they see it as a waste of content, since PvP isn't a draw for them in MMO games.
It's hard to move forward from a point where people only acknowledge and discuss the negatives. For example, 4.0 PvP has less buttons but it's also getting class balance updates far more frequently than PvE content does. PvP content takes resources that could be used for more PvE things but some segment of the player base would be lost if there was no PvP at all. There isn't a good consensus of what works and what doesn't when people don't acknowledge the good parts of a system they may not like in it's entirety.
