Blu simply wasn't tested or planned out. I don't think they had a plan to accomplish. I don't see any. The entire gameplay revolves around cheating your way to 50/max skills via being carried by a lv70 then all you have left is the Carnival and a fairly mediocre lv50 mage dps to spam it with. I'm convinced Blu is an attempt to put no real work into a class and push it off as a finished product.
Basically, the purpose was to bring BLU in the middle of the actual combat system and try not to destroy it's true essence. So limiting the job was the only way to respect what a BLU is instead of releasing another generic job with few placebo skills. That's why we have BLU with 49 independent skills instead of 24 generic ones.

And yes, they balanced BLU, or at least for it's content; the Carnival. Who cares about killing overworld mobs/bosses right now, it's boring and easy anyways and it doesn't break the game.
The point is to improve it in the future and fit new limited jobs and, who knows, maybe they'll end up not being limited anymore (if they change the game mechanics a bit to fit a better overworld and a more interesting combat system).

And remember we'll get to lv60 BLU at the beginning of the expansion, and will keep increasing at late-expansion. That's something that people usually forgets.
