I think you summed it all. Plain and simple.
It's limited. Many people including me hate that. Only thing to appease is to give content worth the sacrifice. We couldn't judge before but with our experience of Square were afraid. And indeed we were let down.
Now we know that the only people who can love Blue mage are the ones who don't care about the limited part. To others, who like Extreme and Savage content, it was not a good trade off at all.
Nonsense - they gave us a real BLU instead of a colour-swapped RDM.
Go through the list of spells and tell me which ones could be actually used in game in actual raid/dungeon content.
BLU would be a ranged spell DPS with a 4/5 button rotation and would have been further away from the actual BLU we have now.
I think SE make some seriously wonky decisions with this game and its content. This is not once of them.

The core of the job would have to fall in line with the other Range Magical DPS. Like Red Mage did.
Now that's not a bad thing, it's just how the game system actually runs in 4/8/24 man content. Unless they want to shake all of that up, which they may well do, we can't have some outlier job that doesn't fit.
If you do it either becomes mandatory or useless.

Well they all have to perform the same function, to the same standard (or as close as balance allows). You'd have to take a serious (magic) hammer to their healing ability (e.g. White Wind healing to full - nope... here's Vercure potency.) Mighty Guard giving you a tanking spec... but nobody's allowing you to tank a dungeon or now the BLMs are complaining you can tank world mobs - nerf to that.)
All of the debuffs don't work on raid mobs and none have elemental weakness - that's jettisoned all of those useful abilities.
Bad Breath proving instant cast dots and you can shield yourself through mechanics... bye bye Summoners... you're no longer needed.
My point is bringing it in line will destroy what it is. It would bring up the issue that healers have with identity - it will be interesting to see how they handle Dancer - I imagine poorly >.<

New players can amd do start th game all the time amd are not locked out of actually playing the game and progressing through all the now outdated content just because they started late. Anyone can pick up any other job in the game at any time and play it to it’s fullest without having to worry about general lack of comunity interest in said job. Blue mage seems to really only be viable with a party of other blue mages, all with the same goal of farming a certain ability, and when the pool of players looking to do that content dies out, so does any new players chance of playing blue mage. No other job has that problem.
