Two such placed other people have learned self destruct are in Haukke Manor (boss candle add) and Cutters Cry on the way to the boss

Another one is Faze. Currently listed as from a level 30 Qiqirn in Eastern La Noscea, but can be learned from level 6 Qiqirns in Central Shroud. Accidentally came across it when I rather ambitiously attempted to go for Bad Breath at level 5.

Also, if you're having a hard time getting Acord Bomb in North Shroud, there are more Sapplings behind the waterfall in Central Shroud.

Faze can also be learned from similarly leveled qiqirn in Central Thanalan. Another one is Plaincracker, which is attributed to a boss in HM Copperbell. In reality you can learn it from multiple overworld mobs so long as they use the clay golem model. Western Thanalan, South Thanalan, around Nym, outside SCoB, etc. Tail Screw, which is listed as being from a boss in HM Satasha, can be learned from mobs in The Peaks if you have a higher level escort.

Re. Faze - I had no luck picking that up in Central Shroud. Every other ability so far - up to Lv15ish monsters - I've gotten on the first try from monsters a few levels higher than me (including Faze on my other character, from the Central Thanalan group). I tried for Faze about five times, no luck, moved to Thanalan and acquired it on my first shot.

I know it could be a fluke of RNG, and five attempts isn't a really thorough test of chance, but it seems strange.

The chimera skills can be learned in the ARR Trial and Azry La. There are so so so many skills that can he learned that people don't look into because they're letting a guide show them the streamlined locations. Hense this cluster issue that is seen in Horizon and similar areas. I anticipate that most of what is on the list of abilities can be learned outside of dungeons but you just might need to experiment with enemies in and outside ARR zones

They don't, they only use breath not voice. Checked it out earlier today.
