Somewhere between 5th or 3rd Kyu was my first thought, but something along these lines is where the roll should be. The ability to get rolled back considerably from where you start is just downright dishearting and adds a huge layer of stress if you really want the roll.
the person i 1st responded to asked if there are any achievements that you can regress on so i answered with an example but let's take a better example of a mini-game that has ranked matches that's in the gold saucer right now, LoV I by no means think this should've been added and i find it the biggest continually drain on dev time as every new minion has to be used for this with stats/abilities/animations etc sorted, but it does reward much better than Mahjong does, you can start at any time and it not effect you rank points you have challenge mode to test yourself clear all 24 get a minion something Mahjong could benefit from gradual harder npcs, can do non ranked matches against npc or a player this ofc give you nothing and ranked matches which you do at your leisure for 1 minion and titles the equivalent for Mahjong orchestrion roll and titles and LoV offers decent mgp for time invested whereas Mahjong doesn't and LoV actually has a tutorial that isn't text (Challenge 1 for those who don't know). You'd have to get 52 first place wins in a row if you wanted to get back around your 1500 score in Mahjong. Or 167 games in a row to get back to around 1500 if you were managing to get second place again and again.
It's pretty....''''interesting'''' to let people backpedal on something that's obviously a mini-game time sink, one that a majority of people are seeming to have an issue on, but people keep trying to compare it to other activities, which doesn't feel fair. You can get through a single floor set of HoH/PoTD in less time than it usually takes for ONE game of mahjong, and you'd come out of it with some form of loot at the bare minimum, while with Mahjong if you're one of the two unlucky people to lose, you're all the worse for it.
TLDR i find Mahjong the better mini-game and has more staying power with their niche audience but it is even worse of an implementation than LoV to new people just text as tutorial forced rank decay if not facing npcs for losses so taking new people into PvP games is just going to make people stop early with the i can never win why bother mentality and rewards are not worth the time investment for majority of people like the mgp payout should be at least 5k for 4th place 10k for 3rd 15k for 2nd 20k for 1st and give it something people can obtain just by playing npcs to ease it people in easier
Buddy of mine just lost 10 points off his rating for a second place tie because of where he sat in regards to the dealer.
Yeah, I think this system needs another look at by the devs.

I've done a couple ranked matches on an alt (at the moment there's no way in heck I do this on my main). As a novice in 2nd place I got 9 points from my rating not to bad I guess, Getting 4th place as a novice rank however caused my rating to drop a whopping 29 points ☹.
Getting the Orchestrion roll would be fine and nice but if it's gonna be that much of a pita atm, no thanks. Need to change some things that have already been suggested in this thread and others. Make the NPC battles more lucrative, let them add to your rating even if it's very minuscule and let you win some MGP from it but sheesh at the moment just sucks right now.
It's not, to me at least, a thing of just getting better and such if you don't get a good hand then you're SOL.
An for player matches change it so that rating is a little bit easier to get and that the loss of it isn't so punishing when placing 3rd or 4th I guess even 2nd as someone else said their friend lost points for place in 2nd because of where they were placed next in relation to the dealer.
I would also suggest as others have said as well add MGP reward to player battles and please increase the time to make a decision of which tile to discard/play, 15 seconds in my opinion is way too short, though I will admit the 15 seconds isn't that terrible I think if it was maybe 20-25 it would make it somewhat easier to plan and decide

I made the mistake of doing it on my main character first and got absolutely obliterated. 5 games in, I'm down to 1400, so I need 4-5 wins (or 10 second places...), just to get back to where I started :S
At 40-60 minutes per game that's not very appealing, but like many others in this thread I collect the music rolls so it's frustrating at how they've set this up.

Yikes, it's this stuff that is going to hurt most. Can't really enjoy mahjong with the game dangling that over you as each game gets more and more stressful as you hope someone doesn't fart out a huge hand to ruin your day, especially when the game just gives them it at the first draw.I made the mistake of doing it on my main character first and got absolutely obliterated. 5 games in, I'm down to 1400, so I need 4-5 wins (or 10 second places...), just to get back to where I started :S

I really want to keep playing against real people because it's super helpful to screen shot their yaku and see what they did and how they won, its a lot more varied than the bots. But I'm hitting 2nd, 3rds and losses and my rating is going only down. It's really disheartening and I don't want to hurt my rating any further so I don't want to play :/
In PVP you don't have to play ranked so you can practise and learn from others. Why is mahjong ranked only, it's really rough for people who are learning.

Even if you do learn, the luck in the game can screw you anyway. I got 1599 on one of my characters (another has done over 1600) and in the next match, I got Haneman'd by someone within the 3rd discard, then the same person got a Haneman Tsumo in the next, I was completely annihilated being the dealer in the tsumo, rating completely wrecked, and it only continued.I really want to keep playing against real people because it's super helpful to screen shot their yaku and see what they did and how they won, its a lot more varied than the bots. It's only made the game daunting to play knowing that the roll could be pushed further and further away as I'm trying to stay above 1500.
Titles are one thing, the roll is completely different given it's function with housing.
