This excited me way too much! I also think that bit of info puts a nail in the coffin of the idea that we might not be getting males.
It does? He says don't bother to look for male viera. You won't find them and even if you did, they will kill you. He's never seen one, and they don't live in the city, so male viera might as well not exist to us. That sounds more like they won't be playable to me.
He directly compares their society to Keepers of the Moon, doesn't mean male Keepers aren't playable. With the pace things have been moving at in the world, "several generations" is also plenty of time for members of both sexes to have gone the way of Fran and left the jungles.
Its not that they are like the Keepers of the Moon that says "not playable". Its that mostly everything said about them seems to be explain that or why they are invisible. They live alone and stay in the shadows. Outsiders only see them before their deaths. They don't rely on anyone but only themselves to get food or clothing. Even the female viera rarely have contact with them.He directly compares their society to Keepers of the Moon, doesn't mean male Keepers aren't playable. The "several generations" thing was about how more recently viera have been leaving their homeland. The quests talk about this too, with viera living in the Dalmascan cities. But the dramaturge says that he's never seen a male viera, "nor did I hear of one living in the city". That didn't sound like he was talking about a viera city. Along with the quest dialog makes it sound like viera are women only, that makes like he's saying male viera do not leave their homeland. Then finally he ends it with male viera "simply do not exist to us."

I think it will end up being similar to Keeper's lore like Iscah mentioned. The males are lone wolf types that keep to themselves and the women live together in all-female communities (with rare exceptions from both genders sometimes staying in Dalmascan cities). If the English translation implied something slightly different from the original text, or tried to add clarity the source lacked and added inconsistencies because of it, this would definitely not be the first time. Its not that they are like the Keepers of the Moon that says "not playable". Despite all the boneheaded things SE does, I don't think they're going to pull single-gender races on us again. That was one of the things they went out of their way to fix in the transition to 2.0, and even though they are still figuring out how to be egalitarian with gender locked gear, I think they know players are sensitive to being denied stuff on the basis of their character's chosen gender. It would be a remarkable step backwards to lock races again, even for SE. I would wait for more info from the upcoming FanFests before getting ready for the worst.
It would be a very bad decision for them to gender lock what is probably the last race we are getting. Gender locked races are almost always an immediate gain and long term loss because it reduces the amount of people who want to buy fantasia and/or try the game. I know personally if I hear an MMO has gender lock (and to lesser degree racial lock), I will not even give it the time of day because it's lazy and reeks of pandering.
Not to mention this is a Final Fantasy game we are talking about. Where the main characters more than half the time are beautiful men and a very sizable portion of their fanbase is female...
I'm no staunch defender of SE, but I do have faith in them not to make such an incredibly and obviously dumb decision.
Admittedly, I'm still relatively new to this franchise, and I only really care about this because I latched on to Fran like a leech when I played FF12. No idea why either. That being said, I've read all about the fiasco with the Miqo'te and other gender-locked races, so that was the first thing that got me thinking that maybe they'd do males. Also the concept art.
Regarding the Dramaturge, he only says that because the male Viera living in the forest are hidden. He also said that in the past it was unheard of for Viera to leave their village. That leads me to believe that with this new timeline/universe/future/etc. more of them have taken to leaving their homes for whatever reason. (I'm still catching up with the story, but I remember reading something about the Garleans invading their land?) So I don't think it's too farfetched to hypothesize that some male Viera would also leave the forest. Also, like others have said, the Viera were also compared to Keepers. So until stated otherwise by the devs, I see no reason to believe that we won't get playable male Viera.
TL;DR: I didn't take what the guy said that way. Until there's actual confirmation to the contrary, I'll keep holding out hope for bunbun boys.
