Its not that they are like the Keepers of the Moon that says "not playable". Its that mostly everything said about them seems to be explain that or why they are invisible. They live alone and stay in the shadows. Outsiders only see them before their deaths. They don't rely on anyone but only themselves to get food or clothing. Even the female viera rarely have contact with them.

The "several generations" thing was about how more recently viera have been leaving their homeland. The quests talk about this too, with viera living in the Dalmascan cities. But the dramaturge says that he's never seen a male viera, "nor did I hear of one living in the city". That didn't sound like he was talking about a viera city. Along with the quest dialog makes it sound like viera are women only, that makes like he's saying male viera do not leave their homeland. Then finally he ends it with male viera "simply do not exist to us."
