I'd thought they'd all but confirmed it with the rebuilding Ishgard thing?

They strongly implied there would be housing tied to Ishgard once the restoration of the Holy See is completed. They didn't state what type of housing it would be. It could be a ward. It could be apartments (possibly adding in size options they had mentioned as a possibility last spring). There's always hope it might be a new instanced housing system.

There's still going to be the problem of those who have been asking for Ishgard housing all having something different in mind as to what it would be like. Some want it to be in the Pillars. Some want it in snowy Coerthas. Some want something more like Sea of Clouds. Whatever SE delivers, there's going to be people upset that it wasn't what they personally wanted.

That said, I can't personally imagine any reason why you'd rebuild Ishgard, going back to the area of the second expansion in the fourth one, if not for housing. But my friend told me they may just be digging for content and want to breath life back into older areas. Still, I don't think it makes sense to go back to Ishgard otherwise but we shall see.

During the fan fest when they announced rebuilding ishgard they also mentioned there could be additional housing in the expansion. It was a low key tease that we might get housing in ishgard after the reconstruction is done. Granted, there is a lot of implication there and nothing explicitly stated so its still a bit of a guess.

Given that it's tied behind crafting and gathering, I really doubt they'd be opening up traditional wards. People who didn't have max level crafters/gatherers would feel slighted when all the plots were scooped up before they could level up their classes and unlock the district. Though it is interesting that Koji said the crafters and gatherers of Eorzea would have to "unite" to restore Ishgard. It could be that Ishgard will change (and Ishgard housing will be unlocked) on based on combined server effort, and won't have separate world states for different players at different levels of progress like Doma does.

Roughly 30 minutes into the start of the keynote address (time stamp is going to vary depending on what video source you're using), they start talking about end game for DoH/DoL and the restoration of Ishgard.

Koji's translation of YoshiP's words: We've heard a lot from players around the world. "I want to see Aymeric again." "I want to go back to Ishgard." "I want to live in Ishgard" [Koji emphasizes that sentence]. But to do that the crafters and gatherers are going to have to unite to rebuild and restore.

Not sure how much heavier it can be implied without saying it directly.
