Until 4.5 when everyone is an anime bunny girl. I agree with you however and would love to see the racial gear lock removed on BOTH the Race Set and Hempen Set. As a Roe I would love to have that male highlander hyur hempen look. I'm also sure most female characters would love that string and two square patches that the female highlander gets.It's about time square unlocked racial gear for glamour already including the alternative models for the hempen gear, there are so many pieces that are the perfect piece to complete that long sought after glamour set for many. I don't want to hear any of that "race exclusivity" bull, everyone is a damn cat girl anyway. It's been requested for years.
I'm of this opinion too. Our choice of race giving us our starter gear and our choice of GC giving us their sets of gear are one of the few choices we have that mean anything (even if it is only a small handful of vanity items). I would love to see more choices that effect things and not less.

The underwear sets? Unlock them.
The starter sets? Don’t unlock.
Perhaps add more racial sets as compromise for people who didn’t want either unlocked.

That's okay - it has no point. If a Lala and a Roe can wear the same Mogstation, tomestone, dungeon, raid, etc. glamours, then there is no valid reason why a Miqo'te couldn't wear the Elezen starting shoes. Or vice versa. Most races (excepting Lala, Highlander male and Roe male) share the same body and equipment models anyways so there aren't even any technical restrictions in most cases.
Adapting glamours from one gender to another does require new assets so that's one restriction that makes perfect sense, but class and race restrictions are arbitrary and in most cases unjustified.
