    Their code for FF14 is notoriously difficult to work with. It's not like they can just throw their hands up and go 'HEY LET'S SWITCH TO LUMINOUS STUDIO (FFXV's engine)' and then everything will be right as rain either.

    So ARR was not the game moved to some type of version of the Luminous engine?

    No, the upgraded engine ARR uses is something of a Frankenstein. It's referred to in interviews as a 'sibling' to Luminous, but it isn't the actual engine by any means.

    And yet has nothing to do with Crystal Tools - the engine that 1.0 used (and FFXIII and it's ilk as well). A number of character and gear models and designs that originated in 1.0 have been reused, but they are rendered in the new engine, not 1.0. The lack of fancy bells and whistles such as better environmental animations is a design choice made to allow the game to be run on more modest computers rather than making the game exclusive to only those with $5000+ high end gaming rigs (a fault that 1.0 was derided for, only making the game playable on for-the-time high-end PCs).

    The whole 'system limitations' meme is getting tired, as it doesn't really take into account all the pros and cons for 'improvements' to the graphics.

    They could easily implement interactive foliage in the game, and make it an optional setting, ran client side. It has nothing to do with server limitations, because such interaction is calcutated by the client.

    It is also not very demanding, many games have it and it doesn't impact performances much. Even Wow has an implementation of it.
    The same debate can be had with AA and textures quality.

    At this point, the only reason we don't have this expected settings in a AAA game is the lack of will to do so from the Dev team.
