No, the upgraded engine ARR uses is something of a Frankenstein. It's referred to in interviews as a 'sibling' to Luminous, but it isn't the actual engine.
And yet has nothing to do with Crystal Tools - the engine that 1.0 used (and FFXIII and it's ilk as well). A number of character and gear models and designs that originated in 1.0 have been reused, but they are rendered in the new engine, not 1.0. The lack of fancy bells and whistles such as better environmental animations is a design choice made to allow the game to be run on more modest computers rather than making the game exclusive to only those with $5000+ high end gaming rigs (a fault that 1.0 was derided for, only making the game playable on for-the-time high-end PCs).

The whole 'system limitations' meme is getting tired, as it doesn't really take into account all the pros and cons for 'improvements' to the graphics.
