They could've re-imagined the job like all the other ones we have in the game.If they were to balance it for endgame content. Many iconic BLU skills would be nerfed or nonexistent. Mighty guard would be reduced to a 10% mitigation, Bad breath wouldnt do anything to enemies, and the primal skills would be nerfed.
Certain BLU spells would be useless if tuned to dungeon and current endgame content , spells like Death, 1000 needles. Even if death was just a 15% chance to kill any target it could be exploitable.
Look at ffxi blue mage, for years it has been completely unbalanced and even now in its current state after all the nerfs it still is unbalanced.
I just think Yoshi is looking at how FFXI did BLU and all the years of balancing problems it had and decided he wasnt going to put his team through that.
From a developers standpoint I dont see how you can balance the job without completely gutting iconic BLU abilities.
They could have added in BLU however I think they were afraid of putting so many restrictions on the job to make it fit.
