What risk did they take? Since before the release of any of the 3 Eureka zones many people were correctly calling out the fact that this was going to be Diadem all over again except with the Relic attached to keep it from falling off the wayside like Diadem did. They did their darnest to make sure you stayed there and that carrot(Relic) was not something you could get fast, enjoyment be damned. There is nothing revolutionary or risky about this content, it simply fills the slot Diadem filled in Heavensward, hell its even set up in the same way for longevity. Dead come ShadowBringers.

At this point the content has gotten way too much attention for what is a perfect representation of the Dev’s stubbornness. Refusal to listen to player feedback, refusal to learn from past mistakes and so disconnected from the main players that they think a trinket or hairstyle will be enough to swell the active players doing it. So much for those lessons learned from 1.0’s travesty. They have conformed to a safety net confusing it for success, fail to meet player needs thru “limitation” excuses and still follow with solving massive issues with “We’ll patch it later”.
