Server visitation has nothing to do with spreading the load for bottlenecks. Instances aren't per world, they are per datacenter. Adding 50% more instance servers with a new datacenter will solve bottlenecks, hence the solution they came up with.
Sorry my context was not clear. My point was that since ARR people have had to pay for a vpn in order to play with a stable ping, people have had to pay (financially and socially) to move servers, and have had to pay a subscription fee. Putting the burden on the player-base again is a big letdown. Instead of investing in a proper, modern server infrastructure.
