Yes, but the thing is that while you have seen Ishgard open up and become a member of the alliance, a new player can be standing next to you having just arrived in old, hostile-to-outsiders Ishgard. And it doesn’t make sense for them to see a GC building catering to adventurers in a city that is closed to the majority of them.

Perhaps as a Ameme said, they could hide the NPCs until they are relevant, but the building needs to be there - and I’m not sure if they can do that with things like the Hunt board and company chest - both are visible long before they can be accessed in other locations, and we never get a chest added to Ishgard’s marketplace once they have joined the alliance.

(I also feel like hiding NPCs in what would be a busy area is a bad design choice anyway. The levemete stall was okay since an abandoned stall in that street doesn’t look too strange - but on the other hand those endgame shops at Rhalgr’s Reach are also empty until you reach endgame, which seemed very strange until I got there. All that space, lots of people, but empty counters and no sign of anything happening.)

Rhalgr's reach vendors are a good example tbh of what they can pull off. Frankly they did that once they can do it again

Edit: Thinking on it they did it again with the Doman enclave. So they really don't have much qualms about doing it or not

Probably because a new player coming into the game would NOT have access to Ishgard, and technically as the WoL at the beginning, Ishgard is not on good terms with the alliance in the starting point of the mmo. With that being said, unless the game faces a calamity or something, and the story changes for starter players, we will not see Ishgard in any regard to the current SB storyline. There's no point in drawing old content back unless doing it from scratch. Which they won't bother with.

The thing is, in the Korean LL Yoshida said that they are developing something for Ishgard in the near future

Lol the shop in Rhalgar's reach was jarring when I first arrived until I reached the end game,The Doman Enclave honestly felt like a more fitting place for those imo but I guess they didn't wanna seperate the Omega Raid shops and Tomestone shops too far away from each other.

As for the new player thing........hmmmm.Maybe one of the floors in the vault could've been the base?I'm not sure

The issue with this is that you DO NOT see it till AFTER the MSQ. You need to complete it. You need to kill the final primal and clear the last dungeon to even unlock this feature or access to it anyways. But it's not grand company related. It's just a vendor for your current gear. Similarly, you cannot reach diddlyshire and gear out your class before certain MSQ points or level (because it was capped at the time with tomes).

Something, yes. Something developed. But it's not grand company related. They've already gone as far as interviews and live letters in the past two years, telling the community "we're not building grand companies or housing in the new area (at the time, Ishgard). please stop asking us".

The problem with this theory is that you would not be able to access ishgard till you're mid story or msq for heavensward. They'd essentially need to re-write quests and storylines that tie into it. And before then, the vault was closed off to WoL, the alliance and anyone in Eorzea. Squeenix already makes it clear that exclusivity doesn't mean anything to anyone, regardless of 1.0 or 2.0, 3.0 and higher. So gating it behind something that requires the story would bring even more complaints from the newer players who want to make the start there, instead of the starter areas. A lot of coding for something that they'd be better off wiping the game and starting from scratch again, to make that possible.

I wasn't implying they were going to make a GC since Yoshida denied, I'm saying that there are already plenty of examples in the game where they didn't care about levelling players seeing some odd stuffs, as such the whole argument that it is unfair to new players is already out of the water.
Besides at the current time GC are effectively useless, the purpose they had was scrapped when they added mercenary mode, the new pvp modes aren't even affiliated to them in any form, as such GCs atm are glorified beast tribe reputations and since Anantas already heavily change the envioroment of the world, saying that they cannot do that to Ishgard, Kugane or w/e is wrong. The precedent is there already let's not delude ourselves

In regards to housing tho,Shirogane is a housing area that's only accessible if you have Stormblood and either A/joined an FC earlier and got access to it or B/found the woman in Kugane with the quest that takes you there. So I find it odd that There is housing in Kugane but not in Ishgard

They wanted their 'far east' housing so they made it there. Simple as that.

Shirogane also makes more sense because it’s a busy port town that’s open to foreign trade and lots of adventurers. Prettymuch the opposite of Ishgard in the time period of ARR - so you’re not breaking continuity so much by being able to go there at that point in the story.

(Just don’t ask why we can’t warp there at the start of Stormblood and save time on that long sea voyage...)
