Yes, but the thing is that while you have seen Ishgard open up and become a member of the alliance, a new player can be standing next to you having just arrived in old, hostile-to-outsiders Ishgard. And it doesn’t make sense for them to see a GC building catering to adventurers in a city that is closed to the majority of them.

Perhaps as a Ameme said, they could hide the NPCs until they are relevant, but the building needs to be there - and I’m not sure if they can do that with things like the Hunt board and company chest - both are visible long before they can be accessed in other locations, and we never get a chest added to Ishgard’s marketplace once they have joined the alliance.

(I also feel like hiding NPCs in what would be a busy area is a bad design choice anyway. The levemete stall was okay since an abandoned stall in that street doesn’t look too strange - but on the other hand those endgame shops at Rhalgr’s Reach are also empty until you reach endgame, which seemed very strange until I got there. All that space, lots of people, but empty counters and no sign of anything happening.)
