That might help whit the queue times. playing a tank doesn't always get you a fast queue because think there is still shortage on healers to. There just to many dps jobs to healer and tank jobs. The ratio needs to be fixed to make queue times faster. Before they added all new jobs it was ok the queue times.
The current AIN bonus is so low, that it's almost not worth doing them after the mendacity items prices starts to tank. And if you don't do savage/extreme content, you're pretty much left with boredom and hanging out in Uldah RPing.
I don't consider weaning people off of "only worth doing for the reward" as a primary motivation to be a bad idea.
If people enjoy rping in Ul'dah more than running a roulette, they should rp in Ul'dah no matter what that does to the queue times.
That's not to say there aren't plenty of other things to do as not-extreme or Savage content. Mix with the right circle and you can do maps, hunts, crafting, gathering, decorating, and the bottomless pit that is improving your handling on stuff that approaches but is not extreme (24-man/normal raids/outdated extremes).
If you only do everything for a single clear just for the story, you're going to get bored. And that's fine! No company is going to be able to keep up with you, so come back when you actually want to play again. If you have to be bribed to do something, you simply don't want to do it.
Its not so much the shortage of tank and healer roles but a shortage of people willing to play a tank or healer role - despite adding a tank and a healer with HW, there was no increase in people playing tank and healers, specially not in the long run. So while I'm totally not against them adding more tanks and healer jobs (specially because I enjoy tanking... with my main being pld since 2.0 - just to prove my point by this very singular, personal anecdote), it wont solve the problem of having a shortage of people wanting to play those jobs in the first place.
You want to increase healer/tank participation... you're gonna have to make DPS less desired (presumably by adding extra responsibility) for duties. And without going back and adjusting every single dungeon, you can't do that (before anyone says parser, that will also add extra pressure to the tank and healer, thus resulting in a zero sum gain in terms of DPS responsibility compared to healer/tank responsibility). And incentives won't do it either. All you're gonna get are tanks and healers that wanna be DPS, and will play them as such, rather than as tanks. Which makes the group suffer as a whole. Best thing to do if you want to see change, is to be part of the change yourself. And before you say "But you should take your own advice", I already healer main and tank sub.
Else... get friends, get an FC. For example for those DPS that need a tank buddy on Chaos, I don't mind chipping in and helping you out as a tank.

As I'm sure you are well aware, it takes more than one person to be able to kick a player from a duty, so in all those instances there were at least two people agreeing they'd be better off without you tanking.
My experience about queue tells me that the only true way they lessen the queue times for DPS is releasing new Tank and Healer Jobs. Yoshida is wrong when he said that releasing Jobs Tank/Healer don't lessen the queue times for the DPS, he say that DPS will change to tank, level it and then change back to DPS. That's not true, firstly because I was NIN and changed to DRK forever.
I think that releasing Tank/Healer at already high lvl (50/60) in the next expansion is not a good idea, the main purpose of new tank and healer jobs is to help the queue for everyone. Logicaly, being already high lvl equates with not using Dutyfinder much.
Or just adding a choice option for every duty xp received to be given to a job of your choice. For example, you can chose to tank and give all the xp to a DPS job instead of the tank. Some players may say that it would be bad for playerskill to that DPS, but SE sells jump potion? Nothing like a quick read in a guide and 30 min in the dummy. The same way you can farm Tomes, raid pieces, etc, for your other jobs, you can level them up too. I don't like the squadron idea for duty, this is a MMO, it should be played with other players, not bots.

One thing that *might* help, in a roundabout way, is removing the EXP bonus (and ideally replacing it with some kind of other bonus and/or spreading that EXP across everyone’s roulette reward).
As a starting point, for someone who wants to level every class, there are 3 tanks, 3 healers and 8 DPS classes (or 3/2/9 if like me you opt to play Summoner over Scholar). That means from the start that more than half your time leveling classes will need to be spent as a DPS.
Add the EXP bonus, and your tanks and healers level faster than your DPS. Even less time spent in leveling roulette with those valuable classes before they hit max level, while the no-bonus DPS classes each require more runs through the roulette - on top of them being more numerous to begin with.
I don’t know how much of the playerbase follows this mindset, but once I’ve got a class to max level it feels like I’m finished with it - like continuing to use it at this point is “wasted EXP”. (Yes, you get tomes, but it doesn’t feel the same.)
I enjoyed playing healer - and yet with all at max level and other classes still to get there, my leveling roulettes instead need to be spent as a mediocre ninja.

To be honest there isn't going to be much that can be done to change this at all. Overall people can get really nasty with new tanks and healers when they mess up while learning, discouraging people from even trying the role. Put as much incentive as you like but so long as that happens nothing will change, and those who only tank/heal for friends and FC will continue to do such.
