I also heard this game does need more CPU power the more people or objects in the screen to process, so my old i5-4460 might bottleneck, but i am gonna delay upgrading it maybe till next year. but if you got any advice on this, please feel free to tell me .
I recommend buying a new card, or a used powerful card(the prices of the 1080tis is gonna drop due to ridiculously high supply and the new cards coming out, 1080s too) and yes this game uses more CPU than GPU, that CPU is still good(could use an upgrade for CPU-intensive games) but for most games GPU is more important.

And yes, VRAM is very important, 3GB isnt future proof at all.

If you really want to upgrade your cpu then a i7-4790k should be more than good enough, buying a newer one would mean new mobo + new ram and other shenanigans, make sure you buy an okay aftermarket cooler tho, like a Noctua or a Scythe(cheaper option) because the 4790k runs very hot.
