OP is talking about Suzaku, not Susano EX. In which case, they're right. It's very monk-disfavoring, but to be fair that fight destroys a lot of classes (especially MCH)... and no one can do their proper opener until second phase lol

the slap in the face to openers in this fight really rubs me the wrong way. it REALLY feels like a slap in the face from devs to just to cut off openers like that. With how opener-centric DPS is in this game, it really unmotivates me to try until 2nd phase.

I've learned to hold off my Samurai opener until after the divebomb. Then I can usually get one in before the phoenix down phase. Thankfully, Sam has a short opener compared to some (I hear smn is like 2 minutes long).
