There are cliffs you have to fall off of to access caves on the sides of the cliff. They are inaccessible unless you fall off.
So, yeah you are supposed to fall off, it is the only way to get to some areas.
As for OP some things I noticed which may help you.
The dragon will still aggro if you get too close while walking, stay as far as possible without touching its model.
Make sure Walk Mode is on when you fall off the cliff. Do not fall off near the dragon, try to land a bit away from it.
If someone else aggros the dragon and is subsequently killed the dragon can reset to its sleeping spot, and if you are ontop of or infront of the dragon when it goes back to lay down the small time between it going back to sleep it can see you and aggro no matter if you are walking or not. So in other words someone else can kill you if they aggro it and die and you are standing in a bad spot.
Pets will aggro the dragon no matter what if they get close, desummon any pet when going by a dragon.
As KageTokage noted this is not true. I regularly walk through the center of dragons with no ill effect. They work no differently than other sound aggro mobs in that regard.
One thing that can trigger an awakening, though, is pets. Dragons will notice and aggro pets, no matter how carefully the controlling player moves. That's killed me a time or two on SMN, when I forget to put the Egi away...

I mean better safe than sorry? Every time I avoid stepping right through the middle of it I don't die. Might be a lag thing, but eh, seems to work for me to avoid going through the model.
I also don't play pet jobs so that wasn't the cause, and I also mentioned desummoning pets in my post because yes it does cause aggro no matter what.
