    You can't use them while in combat anyway. So you HAVE to rely on healers where it matters.

    However, having multiple Phoenix Downs would have saved one of my HoH runs. We were on floor 80+ and everyone except me was dead (I was the tank). I have already used my Phoenix Down before and there was a room packed with tons of enemys between me and the resurection lamp. So I had no other choice than using our last primal - Odin - to wipe out the floor to reach that lamp. Of course we wiped at the boss on floor 90...

    Such a change would make content like this a bit easier, since the tank can survive where everyone else dies, and then after the fight can raise the healer without problems. But that's kind of niche and I don't know if this would be a good or a bad change, feelings are a bit mixed.

    I am pretty sure you can use it on non-party members. The restrictions are that you can only carry 1 at a time and that you can't use it while in battle.

    Phoenix Down itself is niche, but when you need it, you really could use more than one. The restriction is archaic when you consider how few chances you have to use the thing in the first place.
