Does it need to be marked as Unique?

It's restricted to party use only. You can only ever carry 1 at a time in instanced content, and it has negligible use outside of instances.

It's not really practical to rely on it. If we were able to carry multiples, it'd be a more popular and reliable item.

Looking at Eureka, where it's most useful, it's not going to be overpowered or break the game, or make healers or other jobs less desirable. It'll let more players go out of the way to help others, without forcing them to be on specific jobs. RDM will still be popular, since it can raise easily in combat, and healers obviously have the most utility. Will players be less likely to delevel, yes, but only because it's more convenient to help your fellow players, and I don't think that's a bad thing.
