Personally I think it's a bad case of "Developer Vision". Blizzard did it when they created WoD or made the decision to remove flying completely for good and it was catastrophic for their sub numbers until they went back on all their bad ideas. The famous "you think you want it, but you don't" quote.

Basically Yoshi had a vision for Pagos (and perhaps other content). This nice vision of complex content that would engage us for months and have the whole community working together, discovering NM spawn methods, most efficient grinds, most efficient exp gains, grouping together and helping each other out and feeling satisfied when we finally earned the end result. Sounded great in his head.

Sadly, like some ideas, it didn't work out in practice, certain aspects were overlooked and certain ideas were bad and it was a mess. This happens in game development. However, Yoshi, so throughly invested in this idea and its wonderful vision and having poured many development resources into it has latched onto his ideas. He possibly feels it's our fault for not seeing the content for what it is, for being slow or impatient and not discovering how truly great it is. He maybe feels "if I just wait a bit longer, they'll learn to love it, they'll see it properly". In the end he's almost forcing the idea on us. He can't let go of it and concede after coming this far.

This has happened with several games and has never ended well. Hopefully Enix realize this before doing a lot of harm to their own game.

I think this is also the thought behind the housing fiasco such that it becomes a face saving reaction rather than what is best for the game.
