    Have you been doing your main story quests, as they unlock pretty much all the content in the game as you go along, including the ability to travel by airship between the three cities. As mentioned above, ROG is unlocked in Limsa Lominsa, which the main story will eventually take you to after the level 15 main story quest. In case you were unaware, main story quests are identified from regular sidequests by a special 'flaming meteor' icon instead of the regular '!' mark inside a speech bubble.

    Also, have you been doing your class quests for PGL at the PGL Guild in Ul'dah? The level 10 class quest unlocks the ability to change classes, which is necessary if you want to switch to ROG.

    As for abilities, each class/Job has their own set of abilities which changes when you change class, however, you can use the same role abilities used by your existing class, as ROG shares the same role (melee DPS) as PGL. You will just have to set the new abilities when you unlock ROG.

    I'm doing all the quests. lvl 20 doing lvl 14 quests now. Been tempted to skip a couple of quests but haven't yet. Also been doing the special H skill thing where you kill 4 mobs each to gain lvl. levequest and that other seems to be a waste since I'm already out levelling my quests by quite a bit.

    What lvl can I join a guild/company?

    As the game has advanced, SE has boosted the amount of experience you get. Once you get into higher levels where it takes longer to get from one level to the next, you'll start to appreciate that, but it made the early levels get pretty far out of sync with the story. If you stick to just a single combat class and want to do most or all of what's available, then you're going to out-level your quests by quite a bit in those early few levels.

    Some people are ok with that, and some don't like it. If you're in the later group, I'd suggest unlocking multiple classes so you can alternate quests and dungeons between them. You could either pick up another of the classes in Ul'dah, or , since it sounds like you're getting close to the Ul'dahn Envoy quest that gives you access to all the cities and their guilds, you could continue that far as Pugilist, then unlock Rogue and level it to 15 (pretty easy with just its class quests, hunting log, and a few sidequests you'll find there in and near Limsa), then you can pick up the next part of the story from there as Rogue, alternating Rogue and Pugilist once they're at similar levels.
