According to the OP of that Reddit thread, in response to someone stating they're hoping that's a mistranslation:

Sorry, I didn't read the hotfix notes and only heard about the 3x EXP, so I misread it. That was meant to be "didn't increase the NM spawn rate to as much as it was before [in Anemos]".

So NM's will still take longer to spawn in Pagos compared to Anemos, but at least there's a chance of actually having multiple NM's spawn at all now... I'm still a bit uncertain on their spawn conditions, though (weather and obvious mobs aside. Some NM's seem to spawn outside of weather windows, like Anapos. That once spawned 10-15 minutes into Thunderstorm weather).
