I don't see much of this. Most are stuck in the mindset of "It hasn't spawned after several hundred kills. The answer is obviously more kills, since that's how it was in Anemos"

Sorry, I didn't read the hotfix notes and only heard about the 3x EXP, so I misread it. That was meant to be "didn't increase the NM spawn rate to as much as it was before [in Anemos]".

I assume that's an error in the translation and he's saying that the NM spawn rate wasn't increased that much, but the EXP was increased a lot.

The patch notes say "・The number of monsters required to be defeated in order for a notorious monster to appear has been lowered" so your assumption seems to be that patch notes are lies. While I am steadily losing respect for SE and Yoshida, I don't think they'd stoop to lying in the patch notes to sucker people into playing Pagos.
