i went the route of having both the cost and cooldown, because the barrier cast isnt a 10% but 15% mitigation tool. I was going to say 25% barrier, but in hindsight, I think I get tired of seeing OP this and OP that, I dont believe any job would ever be OP. You either have the skill to carrier out the task or you don't, i never understood the PLD "Holy Spirit"nerf, the NIN nerf in 4.1 to one of its combo or the SMN dreadwyrm trance "Tri-bind" nerf. People would probably say WAR back in 3.0 was OP because of the MANMODE completions of raid content, but only a small few who have chemistry could only pull off the task.
