Actually, as much as I hate level synching, and sincerely miss when Savage was actually savage, I have to agree with this post. The dev's have often cited lack of resources.
Other than that I think the idea is cool.
Does it have to be new though? Combat content is for fighting, and while the concept of Creator or Midas or Gordias might not be new it would be a new set of content to play in for the sake of playing, to progress, to try. We don't get new content anyways outside of what I would call a pitiful sum anyways, exchanging a dungeon for introducing six tiers worth of adjusted content for people to prog on is a decent trade. Obviously it'd be more work than one dungeon (I'd assume, I'm not on the dev team) but it would be a substantial amount of content.
Also I don't pay my sub so that filthy crafters get to waste 40 million gil on the RNG game of melding their gear to craft throwaway items that strictly exist to be gil sinks but here I am 3 years into this game still throwing money at it on a monthly basis. We all pay for things we don't want lol.
Fair, specifically in the defensive area with tanks, and some additional healing tools. It's likely that the content would be easier than originally implemented, but personally I don't think they'd need to change much if anything at all in terms of mechanics. Things can be easier, they don't have to be as hard as they were in the past.
As I mentioned in my initial post, ilvl sync changing your actual level is not so good and makes doing the older content at a reasonable level a bit of a pain (having to get a full set of gear at a lower ilvl, that sort of thing) and is a fairly large gate to people who want to enjoy old content without the whole 'my kit doesn't exist' problem.
Getting anything new to do at all (be it in strictly new content or more things to do) would be better than what we have now. Speaking personally as a fan of 8 man raid content at least.

You already state that SE doesn't add enough of your preferred content, but that amount would be lower if they were to spend resources on your suggestion.
Also, you only pay for access to the server. What SE does with your money is up to them.
One of the big reasons I quit WoW is because the game has shifted almost entirely to offering a little bit of content with inexhaustible rewards that's meant for you to do it endlessly.
