

Both disciplines will be adjusted so that they learn their abilities by leveling up, but actions and abilities will only see the following adjustments ("Fingerprints of the Gods" will still be learned via a quest):
The ability to purchase actions, abilities and treatises using guild tokens will be removed and guild tokens can no longer be used (edited at 4:28pm for clarity). Since it won't be possible to purchase treatises, they will no longer be included in recipes. In addition, purchased actions, abilities and treatises will be able to be returned in exchange for guild tokens at their respective guild.
- Actions related to eluding enemies will be removed (such as Seedkin Eluder).
These actions will become useless with the implementation of Stealth, so we decided to remove them.- "Wrist Flick" will be learned at level 10 instead of level 2.

Yes, it does. You have it backwards. It has nothing to do with quests it has everything to do with leveling.
To some one hasn't leveled it, yes.....
But this is mostly about the people 36and upish......
And after 36, the next ability is 45.
So no... It's not about leveling, it's already leveled
You do realize you can get a rank 50 craft without ever doing a quest? But theN you wouldn't have the ability now, or after 1.20. This isn't a hard concept to grasp. For a rank 50 ability made obtained by a quest, I doubt it's going to be the same lvl 36 quest IF they revamped the quests..... Which would be the only way to keep it rank 50 ( learned)
But as I already said, they are refundable, and you can't return something you don't have, so either it's going to just stay the same, or become a required rank 50 instead of optimal. This wouldn't stop you from using this on the craft you actually got it for, provided they don't make them craft specific.

Treatises are refundable because they were abolished.
Actions are refundable because Eluding has been abolished.
Abilities are being refunded because they are no longer purchasable and are now level dependent.
If you've purchased them and are not the level required to gain the ability under the new changes, this is where that instance applies. Also, quests had little to do with gaining the abilities. They were just a requirement needed to unlock their purchase. What exactly would they need to "revamp" in the quest when it didn't involve the abilities in question?
