Workshops - getting 4 people in there to progress a tier is getting tedious

Yes, but thats all you need from them.
You can send them to the nearest city-state, tell them to pick up any crafter, doesnt matter which one and then... afk in the workshop.

For me there is no feeling of "relevance" to having those other people there. I'm glad they dont require us all to be mastercrafters to progress the thing, but there is neither a gameplay nor a "lore"-reason to have 4 in there - except them programming it that way and then not doing anything with it.

Having 4 people actually doing something, crafting together or even just having a dumb little mini-game with pushing buttons in the right order or something like that, would be at least somewhat engaging.
This way its just 3 people afking.
