Because FCs aren't intended to be solo players, they're intended to be groups. You exploiting loopholes in the system that allow you to have a solo FC doesn't mean SE needs to change their group content to satisfy your solo desires. It is a special kind of a Hell for solo FC's. Outside of some silver ingots and steel ingots, I literally made the materials for my first airship myself, so why shouldn't I be able to make the final product myself instead of sitting in PF or hoping I have friends with a crafter unlocked and a few minutes to spare?
It's an arbitrary requirement with absolutely no reason to exist. It doesn't add any depth to anything or have any benefits. Like if there was at least progress bonuses based on what crafters are present it would be slightly less jarring, but that's not even a thing.
While that might be true, its still a problem even for non-solo-FCs, either because they're small (which is legit, after all) or because you still need to get 3 people, who'd probably rather be playing the game, to afk in the workshop for however long your project takes. And all of that for no reason whatsoever.

I had nearly 100 people in my FC before I shut it down and turned it into a solo FC and even if half of them were online it was like pulling teeth to get 3 people come to the house and to sit for 10 minutes while I made something like aetherial wheels that would benefit the whole FC much less getting them to come for airship parts, housing skins and such and even getting them to contribute materials was a whole different can of worms. Then they would complain we didn't have tier 3 buffs, fancy skins or super equipped airships... (stuff like that was also one of the contributing factors for me shutting it down). Idk why I would have to gather all the mats myself and then have to pay strangers to come sit in my workshop so I can complete something.
Just get rid of the 4 person requirement already.
True, but my solo desires also line up with those who aren't flying solo and are in small FC's or even larger ones where people struggle to get three bodies for a project. So while the party requirement being lifted shouldn't be done for my benefit, it will still benefit me.
For example, that airship I did up nearly single handedly, I had to find three people who had literally nothing else they could be doing while I put in all the material for every part for every step. Can't recall how long it took, but it took awhile. So if given the choice to build an entire airship by yourself or subjecting three others to it as well, it's in the best interest of everyone to do just be able to do the whole thing yourself.
