Like my own criteria for fraud detection that I used when working at the auction site, IP address was only used as weak evidence, that you still needed additional weak evidence to use. Strong evidence would be things like feedback through the system that indicates the intent to defraud, or has a past history of fraud.

I think we all can agree that IP alone would not be good evidence because there could be reasonable arguments why it changed. But it could be still one small piece in the puzzle.
