This is about how the salvager NPC work. You need an achievement entry for it.Adding in my opinion any mogstation/promotional outfits should be able to be salvaged as well. Back during times of less inventory, I rather stupidly accidentally tossed my amazon promo maid set, and after filing tickets was told it's not recoverable since it happened months ago. This is rather unacceptable for items we paid for, there has to be some record of it, and I should be able to recover this from the salvager.
As an example, the Salvager NPC only sell the Garo gears if the set for it got completed for the achievement. He will not sell a single Garo gear from uncompleted sets.

This doesn't excuse the fact. It is very possible to add a trigger so that the calamity salvager recognizes a purchase. It can either be as an invisible achievement on the backend, or if that isn't possible make it a visible achievement in its own category for 0 achievement points.
The real reason is that tweaking the achievement system to accommodate purchases is a low priority.

Not sure why people keep saying this because it's not true. The salvager will re-sell you plenty of gear that has zero achievement associated with it. Even gear that isn't useful, like the Sylvan belt from some random story quest. The salvager's purpose is to give you a way to reclaim unique gear that you may have lost. He will even sell you all of the Lucis crafting and gathering tools even if you only completed one of them (you only earn the achievement one time). Most of that gear is associated with achievements but a lot of it isn't.

Most likely the game is reading your journal, as well as the achievement log, which is how both this and the meteor ring can be retrieved. Mogstation items interact with neither, in fact they don't interact with anything except the delivery moogle. My above post should tell you my opinion on that though. Not sure why people keep saying this because it's not true.
