There never has to be a reason for want.
Only you very much do, otherwise your post was pointless. This would be a change with basically zero impact on 99.9% of the playerbase yet here you still are, going "but why?". To which I reply, why not?I'm not sure why you are asking me to defend a position I do not have.

I'm not opposed to it at all. I'm asking why.
Because some of us find it pleasing. Because equality. Because eye-candy. Because to spite the people who get their feathers all ruffled by this being unlocked to guys in the first place. And because there's absolutely no reason not to do that even before they unlocked it for PCs, given that we have a plethora of examples in the game where NPCs wear things PCs can't given race and/or gender. Change isn't the only thing that requires a reason, a lack thereof does, too, and usually it's not a very good one.
Also, heaven forbids, "change", we want an NPC and a half in the corner of the GS wearing a bunny outfit, why do we need a reason for it?

So you prefer men in more revealing clothing or bunny suits in particular? This is an open-ended question.
If someone else has a reason for implementing this, feel free to chime in. I think someone mentioned a npc wanting it? I don't recall this person, but I don't doubt he exists.

Those NPCs are in all likelihood joke inserts that SE has put in for amusement, because they know that they reflect stereotypes many of their Japanese players would find funny.
