Why are extra characters still $3?

Yeah I am just saying know your audience. I think most people still playing are familiar and didn't have a huge problem with the $1 per character ffxi fee.

Well, SE probably knows the relation of people who paid the character fee and used them as a storage mule instead of a full-fledged alt, and came up with the current solution (extra storage service is the same 1$ you are used to from XI, while alts cost more).

I think XI players are not that familiar with the whole alt concept in my honest opinion and prefer a mule service instead.
