It is open to solo players. Infact there are achievment for actually clearing it solo.

Its not open to auto-matching through the DF though - which should stay that way.
I dont know if you've been to floor 200, but after a certain point this isnt really DF-content anymore. It requires people to pay attention (something thats to much to ask of a lot of people...), you need to have/safe the right pomanders for certain floors (so you need to spend floor 100-140 or so to stock up on those - if you go in via DF you always start with an empty inventory at the start of each set), you kinda need a healer and a tank (one of the strong/key points of PotD is that your class doesnt matter instead of the dungeon asking for the standard heal/tank/2dps combo).

This content is also meant to be a challenge - and sadly "challenge" and "random DF-people" dont go to well together. Given how all your progress is lost at a wipe, I can only say "Please, keep it out of DF and spare me all the 'Some idiot walked on a trap on floor 127 and now all my progress is lost!!! Give it back to me!'-threads that will follow if it gets unlocked.
PotD lets you enter with any number between 1 and 4 - not having it in DF literally doesnt lock anyone out of it.

The only two changes I could get behind are:
1) Let us start from floor 100
2) The option to remove someone from your party in a situation like the OP described. The whole party (except the person whos getting removed) has to agree on that - kinda like a vote-kick. And yes, that can be abused to prevent someone from getting their clear, I know that. But right now people are able to screw other people over - may that be intentional or without any ill will (broken PC, different schedulde now, the kicked person being actually fine with being removed etc.) - so I'd say its still the lesser evil.

100+ is locked to solo players? No wonder I cant get past 100. I've ran it many times to only get blocked when I finish floor 100.

No, it's available to
1) A Fixed Party
2) With zero wipes

If you convert to a matched party, or your party wipes (or disconnects), you lose eligibility for 101+. The fixed party can be one to four members.
